Jeffrey Voss Receives PHCC’s Prestigious Col. Scott Award

For His Transformative Impact on the Plumbing and HVAC Profession

FALLS CHURCH, Va. (Oct. 31, 2025) – For many years, Jeffrey Voss of Boone, North Carolina, has championed initiatives that directly strengthen contractors’ success and raise professional standards across the plumbing and HVAC industry. In recognition of these far-reaching contributions, the Plumbing-Heating-Cooling Contractors—National Association (PHCC) presented Voss with its highest honor, the Col. George D. Scott Award, during its annual awards ceremony on Oct. 30 at PHCC CONNECT 2025 in Grand Rapids, Michigan.

Inspired by PHCC’s inaugural president, Col. George D. Scott, this prestigious award acknowledges a PHCC member who has provided years of service and unselfish devotion to the association and the industry, with far-reaching benefits to fellow contractors.

“Jeff has been an unwavering leader at every level of PHCC – local, state, and national,” says Cindy Sheridan, PHCC’s chief executive officer. “From mentoring new leaders to shaping licensing reform, his influence has left a lasting mark on our industry. He embodies PHCC’s values of service, innovation, and community, and we are proud to honor his contributions with the Col. Scott Award.”

Voss has served PHCC of North Carolina in nearly every leadership role and has been a driving force behind many of the association’s most important initiatives. As chair of the chapter’s Legislative Committee, he was instrumental in establishing the state PAC fund and advocating for meaningful changes to both licensing and code regulations. His innovative proposal during the COVID-19 workforce shortage led to the creation of a “Technician License” in North Carolina, supporting contractors’ operational needs while maintaining the integrity of licensed oversight.

At the national level, Voss has served two terms as Zone Director, actively supporting state chapters and aligning local efforts with PHCC’s broader mission. He also has contributed significantly to the PHCC Educational Foundation, particularly through years of service to the National Apprentice Contest, where he has mentored and celebrated emerging talent.

Beyond his formal leadership roles, Voss is known for his generosity of spirit and personal investment in others. He and his wife, Janice, have long supported PHCC—National Auxiliary initiatives, PHCC Educational Foundation fundraising efforts, and community service projects. From hosting students from Appalachian State University during the holidays and summer months to donning a Santa Claus suit at both local community and PHCC events, Voss consistently uses his time and resources to uplift others and promote the values of the PHCC industry.

“Jeff’s leadership is marked not just by ideas, but by action and results,” wrote his nominators. “He has strengthened PHCC’s reputation, increased license accessibility, empowered young professionals, and helped shape a better future for the trades.”
