The PHCC Legislative & Regulatory Tracking Center allows PHCC members and chapter leaders to track and monitor legislation impacting plumbing and HVAC contractors in all 50 states, the District of Columbia, and the U.S. Congress.

PHCC Policy Priorities for 2022

Energy Choice and Diversity. In several states and localities across the country, policymakers are pushing an aggressive agenda to eliminate the use of natural gas in new construction with the ultimate goal of phasing out its use in pursuit of a carbon-free energy economy. PHCC supports a diverse energy portfolio for all Americans that includes the use of clean-burning, efficient natural gas. LEARN MORE

Professional Licensing. PHCC supports the licensing of the plumbing and HVAC trades and is deeply concerned with attempts at the state level to water-down or eliminate standards designed to protect the health and safety of the American people. LEARN MORE

Oppose Tax Burdens on Plumbing and HVAC Contractors. As the U.S. economy recovers from the COVID-19 pandemic, Congress must resist the urge to increase taxes on plumbing and HVAC Contractors or roll back tax policies passed at the end of 2017. LEARN MORE

Infrastructure. The passage of the Infrastructure Investment and Jobs Act (IIJA) presents the potential for plumbing and HVAC contractors to play a role in the rebuilding of American Infrastructure. LEARN MORE

PHCC Supports Reasonable Immigration Reform. Plumbing and HVAC contractors employ a diverse workforce that includes immigrants and those in the country on temporary work permits and visas. PHCC believes in a balanced approach to immigration that removes barriers to ensure legal status for skilled workers. LEARN MORE
