Tell Your Member of the U.S. House of Representative to Cosponsor HR 1090, the “Technologies for Energy Securities Act” By Mark Riso, Vice President of Legislative Affairs
The Technologies for Energy Security Act was introduced in the House earlier this year. This PHCC-supported legislation will make energy technology incentives permanent. The bill seeks to embrace energy technologies that advance energy efficiency, such as incentives for fuel cells, microturbines, geothermal heat pumps, and wind and solar energy. Many of these technologies received tax credits that expired at the end of 2016. Earlier this year, PHCC, along with other industry organizations – sent a letter to the House and Senate leadership urging their consideration. PHCC—National Association believes that initiatives like this to reinstate (and make retroactive) the credit will continue to be pursued throughout the 115th Congress. President Trump Signs Executive Order on Apprenticeships By Chuck White, Vice President of Regulatory Affairs
With the intention of expanding job training opportunities, President Trump signed an executive order on Thursday that enables commencement of a process that will reduce the U.S. Department of Labor’s (DOL’s) oversight of apprenticeship programs and federal job training programs. Many details are yet to be worked out, but the order indicates the Administration intends to empower third parties to develop and oversee these programs as a way to accelerate training and employment of workers. Congratulations to the PHCC of Pennsylvania – One Step Closer to Statewide Licensure By Mark Riso, Vice President of Legislative Affairs
A long-pursued PHCC of Pennsylvania-supported bill that would, in essence, establish statewide licensing for plumbing in Pennsylvania, passed the Pennsylvania House (105 – 91) yesterday. The debate now goes on to the Senate. The bill is the result of many years of hard work, and yesterday's victory marks a true milestone for the PHCC of Pennsylvania – and a victory for licensure for plumbing. Though the legislation must still pass the Senate (and must be signed by the Governor) – yesterday's victory in the House reflects the dedication of the chapter and the persistence of its members.
“Though this is not a done deal – and we still have a battle in the Senate, the victory in the House yesterday was the result of a combined effort of union and open shop plumbing contractors coming together to do the right thing. The effort has been spearheaded by myself and Walt Krzyzanowski,” said PHCC of Pennslyvania's state executive Mike McGraw.
